Hi I work on a website that had a penalty in 2009 and recovered 2010 Since then all is good and it’s a trusted website but since then not really pushed for fear that a site with penalty in the past is not worth it
Question? How can I check a website for a potential penalty in the last 15 years?
Would you make seo effort for a website with a penalty in its history? Thank u

There is no such authentic tool to check search engine penalty. If there is a manual action for penalty in current then Google Search Console clearly indicates it.
There is no harm in promoting a website which had been penalized years back.
